A HASS is a source whose activity at the time of manufacture exceeds the relevant HASS threshold in line with requirements of the HASS Directive and its UK Regulations.

Most sealed sources typically used by industry, defence & government and by those in the Health & education profession are not affected by the HASS regulations as their activity is below HASS threshold.

The new regulations introduce three main additional requirements to the Radioactive Substances Act 1993 on holders of HASS:

  1. To provide information to the regulators on the safekeeping, accounting and proper disposal of HASS (including new/amended Registration or Authorisation)
  2. To ensure that appropriate security measures and processes are in place for the sources and the premises in question;
  3. To make adequate financial provision for the safe management and disposal of the sources when they become disused.

In England and Wales, HASS are primarily regulated by the Environment Agency and, in Scotland, by The Scottish Environment Protection Agency. Further advice is provided by advisers from the National Counter Terrorism Security Office (NaCTSO)
